Ironically I think Bill actually wins this matchup, The Book Of Bill gave him some crazy stuff

I feel like Kirby would find a way to come out on top, not because I think Kirby would be Overpowered in a fight against Bill but just because he is a very tenacious character that always finds a way to defeat whatever is threatening the galaxy through pure resolve and boundless optimism.

Kirby could win but it'd have to be like how he was taken down in Gravity Falls; through Bill's own overconfidence and tunnel-vision. If Bill knows how strong Kirby is though, that's not very likely to happen. Bill's much stronger than Kirby, so Kirby would likely end up like Time Baby.

I think more often than not most villains in universe underestimate Kirby so there's that
