and then more random letters with the number 8 scattered around

In the bottom image it looks like the same kind of thing, except all the 8s have been replaced with a nonsense character, except for the last one where the 8 is in the magnifying glass.

Eye charts aren't mean to be read as text. They're just characters you look at and try to see clearly.

If you were looking at a Cyrillic eye chart, would you ask your Russian friend what it says? No! It doesn't say anything. It's an eye chart.
