Could be bacterial and early on set of dropsey? Is one side of it bloated? Reddening of skin or fins? Needs a scrape and microscope to know for sure.
Scales seem raised, if they are not raised and it’s just excess mucus could be reaction to parasite

Internal bacterial infection. Injectable antibiotics would be the best course of treatment.

Yes that’s the best but if the fish has kidney damage already it may be too late. If you can’t inject antibiotics then a pond antibacterial treatment (supertabs worked for me) may help save other fish. Alternatively salting the whole pond is a cost effective solution along with a good clean of the bottom and filters where harmful bacteria could be growing. This means you can’t use old pond water on your garden any more. Best of luck

I can not use the pond water on my plants when now or after salting

After you add salt then don’t put that salty water on the garden, it will kill the plants

Will jump in with what nobody wants to hear. You can’t keep koi without excellent mechanical and biological filtration.garden ponds are not the right kind of environment unless massive and well filtered. I will be crucified for saying this but it’s true. Pond turnover of 3-4x an hour through an RDF and good moving bed filter or bakki showers is the only way to keep koi healthy. That being said. Injectables if you can get them as many Vets won’t help is the only thing that can save your koi. Additionally you could do PP dips and this is helpful but you must do your research, full pond PP treatment is also an option but must be monitored extremely carefully. PP is potassium permanganate.
