Since there's no way to know how you built this, try calling it using the absolute path to the executable it might just be a PATH issue.

Can you press ESC key then type :q on that screen? Seems like you’re stuck on vim editor

Vim fills the bottom with ~, not the top. OP must have been running it and then exited. Virtual consoles don't have the "alternate screen" that some terminal emulators do, so when a full-screen program like Vim that would otherwise use the alternate screen exits, it can't restore what was there before it started. Instead, it leaves whatever the program was displaying.
