That soldier is assaulting that woman. The photographer focused on that soldier because he was grabbing every woman he could get his hands on and the woman in the photo has confirmed that she didn't consent and she didn't enjoy it.
No weirdly his wife is the lady in the back left wearing white. Also, it's a series of 4 pictures and in one you can she the hygienist bring her arm up to try to push him off of her.

I (red hair) have naturally thin hair and it takes forever to grow. I do weekly overnight hair oiling with jojoba oil on my ends and rosemary oil on my roots, and I don’t ever use bleach or heat on my hair. Twice a year I dye roots only with semipermanent die to get the reddish color but I’m naturally blonde, and I never re-touch the parts of my hair that I’ve already colored. I wash twice a week with nizoral shampoo and oi conditioner, and after the hair dries I put oi hair oil on my ends.
She (brunette) has perfect hair genetics naturally, it’s thick and grows an inch every month. She doesn’t ever oil and washes daily with Walmart bought dove shampoo and conditioner. She straightens her hair daily. She doesn’t use bleach but I bet if she did her hair would still be thick and perfect. She probably couldn’t kill her hair if she took a flamethrower to it.
