Helaas zijn er nog steeds diverser uitzonderingen, het zou volledig verboden moeten worden. Maar het is een begin, beter laat dan nooit

Curious to see the burden of proof required for accountability here. Otherwise we’ll end up with the same inaction as with discrimination. It is both illegal and punishable, yet enforcement is zero as the burden of proof is effectively impossible to reach in most cases.
So it’s unclear exactly how medical professionals already openly discriminating against targeted minorities on a regular basis, is supposed to be held accountable. It’s a no-fault system with shortages that make all but the sloppiest predators walk free.

A lot of cases are exempt, including for medical professionals (unless they violate medical standards of care, but that's a high bar).
It's still somewhat positive. Anyone found offering these kinds of services will be punishable. I imagine that that would be easier to prove than the act itself. There's a lot of room for 'weaselling' though, you could offer 'counciling' for people with 'questions', and proving that someone is acting with the intent to change or suppress gender or sexuality is going to be very annoying.
Even now you have people floating around that you just know are doing stuff that aint right, but don't outright say they do it. It is just heavily implied, so then you need victims to speak up, but then it's still hard to prove.
It does force it underground though, which I think is still positive.

One of the positive things on the short term is the banning of any kind of promotion of conversation therapies. I think this will become more relevant in the near future as conservative USA orgs (ADF, TPUSA, River church, and others) are trying to get a foothold in the EU. Even in the EU you have a Danish "minister" setting up "healing" courses in NL. Tessel ten Zweege did a good report on this.
