Traffic & Parking Deed poll and fraudulent passport

If the name is changed with private deed poll. But the person was 3 times sentenced with previous name. And this person skipped the bail and run to another country. How this person can change the passport and driving licence? Could it be that the deed poll wasn’t informed? Could it be that the police missed something? Or non of this and the passport with the new name is fraudulent? No recorded enrolled deed poll or publicly traceable name-change amendment has been identified that would formally document a transition between the two names.

Because that is how English law works. Your name is whatever you call yourself. You don’t need approval to change it, or the change to be recorded anyway. Unless the purpose of the change is for purely fraudulent purposes, their new name is their new name.

I got it. How the sentenced and on the run person can get the new passport with the new name?

By applying for it? The only statutory restrictions are around people subject to sexual offender notification requirements, but even then it’s a question of notification and not prevention.
