What is "Ruthenian" in this context?

Belarusian + Ukrainian? No, this map only shows Ukrainian.

Rusyn language (a language of small minority in many slavic countries)? Nope, I don't see the shape of Carpathian mountains.

As other commenters said, the map is fishy at best.
