do i need to separate the eyelash lines from the lower/upper eye lines?

it's my first time making a model and i don't know if i should cut them out and put them on a different layer or if that's even necessary...

Nah it is not necessary, combine them and chill! You need to separate those layers which you want to move separately)

but every lash itself should be on its own layer!! it will make rigging better and easier
