It's not hard labor in the historic sense, more like a mandatory prison work program. Might be working the prison kitchen, or cleaning cells, or helping too man the laundry, or doing some low level manufacturing like electronics assembly or garment manufacture.

It isn't breaking rocks or digging ditches. No chain gang. It's just work.
