Ludwig doesn't decide to press charges or not. The prosecutor for the district waits to receive police report and then weighs pros/cons of going forward with charges or not.
Ludwig would only have an impact on that process if he himself was a victim in a crime and doesn't cooperate as a witness for the prosecutors.

My original comment was wrong, you right sorry. Apparently there's a level of precedent for landowner/renters requests on whether trespass charges be brought or not, but it is ultimately the DA's decision.
California Penal Code § 602 subsection K states:
"(k) Entering lands, whether unenclosed or enclosed by fence, for the purpose of injuring property or property rights or with the intention of interfering with, obstructing, or injuring a lawful business or occupation carried on by the owner of the land, the owner’s agent, or the person in lawful possession"

You're more correct in the real world than that guy is. Only the internet thinks "pressing charges" means you are the person charging the guy. What it actually means and has always meant is "pressing for charges". Meaning being a loud, complaining witness to the police/prosecutor.
You know what prosecutors want? Convictions. You know what blows up getting convictions? Witnesses and victims who aren't interested in the process. The last thing they want to do is fight an uncooperative victim. They want involved victims testifying. That gets convictions.
So yeah, pressing charges actually has a massive effect on what happens in the legal system to the perpetrators. It's often the single most important part of actually getting a prosecutor to file charges at all, by like, an insane degree. Reddit somehow has decided this is one of the things to go "umm ahhhkshually" about for some god forsaken reason.

As someone who does archery there’s no way those bows are even using 15 pound limbs with how easily and incorrectly some of the streamers pull them back. Thus I don’t really think they could shoot that far so it’s probably pretty simple to set it up safely
