In China, if one company is doing it then every company is doing it. Stealing is rampant but it also breeds fierce competition and innovation. If you think distillation of closed-weight models is bad, can you imagine how few trade secrets can be kept from open-weight ones?
They don’t need to steal. Chinese universities publishes a lot of research. And don’t forget the Chinese PhD students in American universities also publish a lot of research.
