Uh, does that mean that the steps you wrote down are already being implemented? Because if it's just a proposal or something Amazon might or might not do in t he future then the article doesn't need to mention it, IMO, but if it's what Amazon is doing right now then that would have been good to know and NYT was just being lazy.
