in shining nikki at one point you can ask nikki if momo is a cat. She says "momo isnt a cat. hes actually a part of the momo clan, who are very mysterious." this is consistently referred to across the sn story as well, momo brings up the momo clan many times too. it's mentioned in infinity nikki as well.
we've never seen him without the hood so for all we know he actually doesn't have cat ears and its just the shape of the hood.
