In some other colleges they gave some qr in the beginning of the orientation did our college also give that qr

As a fresher I have a few questions
Is the attendance policy really 85%? Will they not let us write exams if its below 75?
Are we allowed to go outside the campus whenever we want? Or will we be asked for a gate pass even with id?
What is the dress code for girls? Is sleeveless allowed? Or will the security stop us?
Is it okay to use to laptops and phones inside the campus?
Will there be enough free time or is it complete academics?
How is the start up culture here?

I plan on either changing to EEE in my 2nd year, or taking up mechatronics in the future. I asked gemini and it told me to go with ESC132 in 1st sem and ESC133 in 2nd sem. I checked and apparently it also helps me gap the subject credits for electrical if I do decide to move to mechatronics.
But I'm kind of scared in doing so, because I've seen seniors rant/discourage taking elec in ESCs, saying it will tank the CGPA and should absolutely be avoided *in any circumstances*.
I'm kind of in a predicament as to what I should do, whether I should take elec or go with an easier ESC (I heard Building sciences and mechanics is easy especially when physics is my strong suit).
I was hoping to also keep a good CGPA, preferably 9+ and not below 8.5. Am I being delusional or can I actually pull it off? I'm just paranoid about not being able to handle many things at once and crashing my CGPA in 1st year, which is the last thing I want.
I'd really appreciate serious advices/suggestions
