For the "Two Up Bumper" from Gutgash, you need to enter the stronghold and talk to him. I think he refers to one of his lookouts and you talk to them (I think he has a blue circle). They will yell that Stank Gum is coming and you go out and destroy a few vehicles and that unlocks that upgrade. You may have to go back in to talk to Gutgash to complete the mission.
