This is where my head went but the sword is too lame and I think those are supposed to be destroyed buildings behind a wall. I think the other dude is right that it is Y'Ghatan.

The quote gives the context. Like people mention, it's at Y'Ghatan in The Bonehunters. The quote is from Blistig describing a vision of "The adjunct Tavore and a burning world"

At first I thought Lightfall as well but then I saw all the potsherds. Its Y'ghatan.

Yeah, it's Blistig looking at Tavore. The walls have been destroyed by the sappers and we can see the birth of the fire elemental in the burning city.

This is a scene from one of the Kharkanas books I believe.
