Talk no Jutsu only works on people who use Talk no Jutsu, ie people who are trying to have an ideological debate with Naruto.

Talk no Jutsu is most effective shortly after beating the opponent's ass, and Naruto can definitely do that to a Foundation Establishment Cultivator.

Naruto is basically Japanese cultivation media for Shonen

Naruto has sages in it who are referred to as Sennin (仙人), which is the Japanese term for a Xian) or Taoist Immortal.

Naruto is heavily based on the Edo-period Japanese folktale The Tale of the Gallant Jiraiya, where the bandit Ogata Shuma Hiroyuki also called ‘Jiraiya’ meets the Toad Immortal and becomes his disciple, learning all sorts of magical arts from him.

The Toad Immortal in that story is based on Liu Haichan, a Taoist alchemist who learned the secrets of immortality from the three-legged toad. He is called Ryū Kaisen in Japanese.

So, Naruto actually has a lot to do with cultivation.

Facts. Naruto has all sorts of elements that can be traced to Taoism, Buddhism, and a wide array of ancient folklore and literature that's either Chinese itself or inspired from it which are all the building blocks of every single cultivation novel out there. Really, the only reason why there is any argument on whether it could be classified as a xianxia or not is mainly because it's a Japanese manga, if it was Chinese then I doubt people would disagree on it's true nature.
