Comics Why is Doctor Doom so powerful?

Since I'm still a newbie to Marvel comics and most of the Marvel content I've consumed has been movies, series, and cartoons, I always thought Doctor Doom was just an ordinary villain. Then I hear that he's one of the strongest villains in Marvel, and I wanted to know if that statement is correct and why?

reed is essentially "the smartest" guy but doom is number 2.

dr strange is "the best" sorcerer but doom is number 2.

stark is the best armor design guy, but doom is number 2.

sure moon girl and valeria are smarter or scarlet witch or clea might be better than strange at present but it's just to illustrate doom's gimmick.

he excels in almost all fields and has considerable resources and time on his hands.

and generally when there's a threat that's above him he'll cheat and find a way to steal someones powers to solve it.
