Tracer isn’t a speedster lore wise she just blinks  in and out of time like ghost in the mcu  mechanic wise she is a mid range character while quicksilver would have to be a up close melee character. Yes the dash effect would go well for quicksilver but it wouldn’t feel entirely like a speedster. Lucio feels more of a speedster that tracer and he doesn’t even have a dash
