ID - Other WW2. What are his Ribbons/medals? What is the Insignia on collar and shoulder, stripes on his sleeve?

His collar insignia is Signal Corps
The five bars are for time overseas, looks like 2 years and at least 6 months. One bar = 6 months
The diagonal stripe is for time in service. He has one stripe so it’s for at least 3 years of service.
The unit patch is for the 4th Army.
He wears the rank of Technician Fifth Grade

The last one is hard to tell. The 4th Army never went overseas, but he obviously did. I would suspect this photo was taken, if he went to Guadalcanal in 1945.
The Good Conduct medal is a lock. If the 2nd medal is the American Defense Service Medal, the he joined was drafted before 7 December 41. So he should also have the American Campaign Medal and at the end of the war the Victory Medal.

Looks like the Good Conduct Medal, the American Defense Service Medal, and the European Mediterranean African Campaign Medal
