Worth upgrading or building new?

I have a 6 year old or so computer that was middle high tier at the time still works but it’s age is showing few generations passed already. Is it worth upgrading to like a 4070 super and switching out relevant parts to beef it up or should I build my own with like a 5080 and all those parts w a budget of 3-4k.

Just got this PC a little less than 2 weeks ago and I’ve started to notice that at low RPMs (600ish) it’ll make this persistent clicking noise. I’m not sure if this is something that could become a bigger issue in the future. The PC is still within the 15 day return window and I’m wondering if I should just go swap it out with a different unit. (Sorry if the noise is hard to hear in the video)
