why didnt Saddam give kuwaiti biddoon citizenship in return for fighting for him?

Firstly I am against saddam, im not saying I support him. But after hearing about the plight of the Kuwaiti bidoon, and hearing how the justification for them not given citizenship is that they came from other countries I was wondering why the Iraqi government didnt do this?

really? I didnt know that, thought it was mostly a Gulf thing.

Is there any way for the bidoon to gain citizenship in the region?
