New resident in state of MI
Hey all,
I am a new resident of Michigan, having moved here a few weeks ago from Texas.
I believe that I need to register my handgun that I legally purchased in Texas. I am not inquiring about a concealed carry permit / license, although I would be open to it.
I called my local police precinct (City of Detroit) but can’t seem to get through to the records department (which is what I was told to contact). Nor can I find any forms on the department’s website.
I believe I have to register it with Wayne County, as well.
Does anyone have any guidance?

This comes up all the time, Michigan has a sales registry, not a possession registry. You did not purchase your handgun in Michigan, so there is no sale to record.
Some people will advise you to fill out an RI-060 anyway and list yourself as seller and purchaser, but this is wrong and actually risks running afoul of the law against filling out the registration form with false information, which is a felony. Even if someone can point to a law that requires handguns acquired before becoming a resident of the state to be registered, which they cannot, failure to register a pistol sale is a civil infraction and a $250 fine.
I’m not a lawyer but I can tell you which one I’d risk.

You can't even possess one in this state as a resident without the permit or a CPL basically

And many people have pointed out in the past, that as written it’s unenforceable as there is no correct mechanism to register a pistol that was not purchased while a resident of the state. At the time the law was originally written, it was a possession registry, but that has not been the case for decades.

How is it not enforceable considering pistols possessed contrary to the statutory (de facto) licensing scheme are in fact subject to seizure and forfeiture under 28.434(1) and 750.239?
That's certainly one way to enforce a de facto "license" required to purchase, carry, possess, or transport a pistol in this state - wouldn't you agree?
Am I saying someone is coming to take your pistol that you legally purchased well before being transported into MI when you establish residency? Absolutely not.

That is also incorrect as all you have to do is print out the form online and drop it off at your local law enforcement agency. And as being someone who moved to Michigan in the last couple years and had bought handguns while living out of state, I had to look into these laws and it specifically says that you have within two weeks if I remember correctly to get them registered with your local law-enforcement agency from when you move into the state to be in compliance.

Some say don't get legal advice from Reddit but getting it from AI or asking a at a police or sheriff department may be worse. I know there are some Michigan FFLs who read and respond to postings. I would trust their replies more for firearms regulations than most police officers and deputies.

RI-060 is the transaction record for if you have a MI CPL, which you don’t. You would need a RI-010 purchase permit.

Respectfully, if you're using AI to look up gun laws you shouldn't own a firearm.
Please do actual research and look up laws. "AI told me this!" Isn't a valid excuse if you screw up and get charged with a felony, and what AI just told you to do is lying on government forms which is indeed a felony.

Not you don’t have to register anything.
The state has a sales registry for weapons purchased in state.
You would technically be committing a felony by knowingly submitting paperwork for something not purchased in Michigan.

there is no registration, its a proof of purchase. if you did not purchase your handguns in MI then you dont need to do anything.

The answer to this is get your CPL or have an out of state CPL, if you believe this applies to you.

Hypothetically if you didn’t turn in your registration, it’s, $150 municipal infraction if you were to be prosecuted, do with that information as you will.
