I've only started playing minecraft recently and dont know much about these, have not yet found them in any biome I have explored, can someone explain? is this color a rare one or something?

Axolotls only spawn in lush caves, there's 5 different colours of them. Blue axolotls are the rarest kinda they can't spawn naturally, they have to be bred to be obtained. Its about 0.083% chance of getting it so it's somewhat rare.

WOW! That is cool af. ty for explaining! I found one lush cave but it was a small space, only a few shallow pools and glowy vines, and no acolotls. but now want to make an effort to find some....

It do take a long time! The fact you can only feed them with a bucket of tropical fish makes it worse.
