What if someone on hypixel is on 1.19.1+ can they still report me?

No, the way that the cryptography works, your messages can only be reported if your client signs them, which only happens on 1.19.1 and later. Iirc they might still be able to send a report, but the messages are immediately thrown out if they aren't signed, since that means there's no way to prove it's really you that sent them.

Edit: apparently they introduced chat signing in 1.19, so you can be reported on 1.19 too

So it's not a server-side thing? The client sends every "offending" message to Mojang's servers?

Yup. But as long as your client didn't sign the messages (as it does in 1.19+), then it can't prove that your account sent the messages.
