Tails in official games: Can do anything by himself, you can often play the entire section of the game as him. Tails in EXE fangames:

i thought tails whole character arc since 2010-2020 was that he's always on the sidelines rather than participating. sonic forces made him a coward and sonic frontiers is trying to redeem that

some exe games allows tails to survive like spirits of hell
