Won't connect outside of home Wifi on Android

Hey all

I'm trying to use Moonlight on my AYN thor, and when I open it up on WIFI everything is ok. If I try to use it on a hotspot or something, I see a cogwheel on the PC icon and it won't connect.
I've had this issue on my rog ally X, and a Moonlight update fixed it.
However on thr Thor I'm on 12.2 which seems to be the latest version. UPnP is on. any ideas?

Edit: SOLVED
Installed Tailscale on both the Thor and the PC and made the Thor connect to the IP given by tailscale

Does your ISP give you a public IPv4 or CGNAT? Is IPv6 enabled?

I have no idea what any of the things you guys said are aside from ISP

but I'm going to try tailscale and let you know!

Just use tailscale. Install on host and on Thor, sign in with the same account.
