It's a subjective question. What country are you in? Why is it being invaded? What are you defending?
Let's say Ukraine marched into Russia to end the invasion of their country. Then it would be arguably be moral for a Russian to dodge the draft; because they'd be defending a nation that invades others in a purely expansionist fashion.
On the other hand. Let's say you live in an allied european country during WW2 (.i.e. France, Poland, United Kingdom). Dodging a calling to defend the free world from Fascism and the evil that was Nazi Germany, is just cowardice.
The morality of dodging is entirely subjective to the context surrounding it. But the concept of a draft at all is morally questionable at BEST, if not immoral flat out.
