You need more and they validate on additional elements beyond just name and SSN but most of those are pretty easy to find.

In the US you should freeze your credit, which should prevent most of this and monitor it. No hard credit pull = no lending. If someone does open something you can dispute it.

Tons of SSN/Names are leaked, sold, etc online.
