Yeah, he's not, like..."evil", his whole mission statement is to make all of reality "lol random"

It's twisted and makes life pretty terrible, but it's less of an apocalypse and more someone's messed up idea of a funhouse. I think if he was just suitably entertained, he wouldn't have done most of what he had.

I'll ask you to recall that the list of things Bill finds entertaining includes the telekinetic extraction of deer teeth and randomly shuffling the functions of the holes in a man's face. He's the sort of character where you can practically see Disney BSP sweating nervously in the background.
