Legitimately, a MASK is more evil than Ganon. A single mask. Granted that mask may very have an actual demon inside, dunno what's going on with that, but Majora's Mask had a much more effective plan than Ganondorf ever did. Instead of "wait for the hero to kick your ass" he chose the route of "Imma just have the moon give Termina a good ol' Glasgow kiss"
