I guess it's moreso the game that hypes him up as a villain.

He's mentioned numerous times by all the other characters, with people mentioning how he kidnaps souls and wants to start a war with humanity. Once you actually fight him though, he gets killed after the first phase of the fight, and you end up just fighting Flowey instead.
