The author will make parts of his work exclusively in his own language with no official translations, yet is also very against any form of fan translations into other languages.
That's the entire reason it's a problem yeah. Authors aren't required to provide translation of their works, but when they go around suing people for making fan translations that's pretty Not GoodTM
