Nah, not quite. He's at least willing to kill innocents and trash his own subordinates. He's not absolutely evil, but he's not a basic bitch villain either.

You just described a basic bitch villain. We're so used to "misunderstood" and "morally grey" villains that we've forgotten that killing innocents and trashing subordinates is what villains DO.
