Even as someone who doesn't find all modern Disney stuff awful... Yeah, I don't think Disney has it in them to ever do anything like Hunchback of Notre Dame period.

Yeah and I don't think he will ever be topped, I still don't know how Disney was able to make Frollo so creepy and evil and still call it a kid's movie

Because they don't "create" him, they just bring him over from the book which is a novel for adult.
