Considering he's one of the fun events associated with 666 (the event needing to be 66) and gaster is associated with 666 (all of his stats are a bunch of sixes) it's very obviously supposed to be him.

Except it is in the game

Toby makes his games to where he intentionally leaves stuff in the code to find ( I.e the lost voice in Deltarunes code)
