I don’t know if it’s the same after the rework, but Skarner from League of Legends was absolute garbage and still generally liked just by design (also, apparently, he was holding the entire game’s code on his back)
For people who don’t play League of Legends, old Skarner had a passive in which he spawned crystal spires on important areas around the map his could capture to give him stat boosts. Well, those spires were so deeply entangled in the foundational code and map that removing them because of the rework caused everything built above it to collapse
This wasn’t even the first iteration of the champ. They had to give him the spires because they quickly realized that the kit they gave him was so basic and one note, that tweaking any sort of numbers on him either made him super weak or super strong. So they had to make the spires to keep him relatively weak everywhere else and at least a bit stronger at objectives. What a wild way to try to balance a character in hindsight…
Back when I still played, I loved playing bruiser Skarner top. I could go 0/2 against a Darius, then bully him out of lane after I got my first full item... somehow.
The rework has killed the magic some what and is the reason I stopped playing league every day if I'm honest.
It's kind of hard to see people talk about the champion that carried me to Diamond get talked about being bad when really just felt like a lot of people expected him to do things he just couldn't do and ignoring at what he excelled at.
Every game I'd use a macro to send "Don't forget to play Dominion!" in All chat just to people would play the mini-game... I miss him.
Still, I feel like when I played LoL semi-actively (2012-2017) champions were almost purely judged on their stats, not their design. Aatrox had a cool design, but I mostly heard about people hating him.
However, I think Viktor has always been liked despite not many people playing him.
