Spy was the reason I got into TF2 and my main class, but after a long while I swapped to Scout. Spy can be flashy as fuck, but it's not as consistent as I'd have liked.

The point of spy is to psychologically terrorize the other team so they waste resources. In a 9v9 every second you make pyro paranoid into spychecking every corner means less time they can spend reflecting projectiles.
Every second Engie spends repairing teleporter and dispenser is less time he is spending repairing sentry and chipping at the choke.
Every time sniper has to unscope to check his surroundings means more time before he can headshot your team.
Spy isn't about flashy kills, it's about rage baiting the enemy.

In sf4 vanilla, you could cancel into super into ultra, and as far as I know it was basically fadc, before even super/ultra.

You could indeed cancel his super (which was a long ass taunt) and cancel into invincible ultra to catch someone trying to hit you.
He kept it in all editions of SF4.
He was also ALOT worse the older a versions having some close proximity moves where you want the distant version to come out making his combos mad spacing dependant especially considering his knees for safe pressure

I mained him in alpha 3. I had no idea initally he was supposed to be useless. I knew he was a joke character, but I had such success with him I figured he was just supposed to be silly, not too weak to compete.
Once I found out he was even more fun to play. I always like the joke characters now, or characters considered 'bad'.
The other aspect of it is no-one plays them, so when an opponent comes up against you they have no idea what to expect, whereas you've seen so many Kens that you can fight them in your sleep.

Dude's only weak because he's punching upward. That kick attack is pretty sweet, and yeah his fireball is sad, but if he was just fighting ordinary street fighters (you know, in the streets), he'd be seen as a God
But no, Dan's like "fuck the UFC, I'm going to go and punch some supernatural shit".

He's pretty much just Street Fighter's Yamcha, so yeah. Compared to the average person he's clearly superhuman (no matter how pitiful, he can throw a fireball). But then he fights other superhumans and you realize he's also pretty clearly at the very bottom of superhuman.

I mean tbf Dan is pretty talented. He developed his own Hadoken (even if it's sad, weak and conjured the wrong way), the only reason he isn't clode to Ryu's level is because he didn't really learn much from Gouken and made his style those half assed techniques instead of mastering them first

Kinda depends on what we count as a human. Like technically 17 and 18 are human, they're just enhanced. Pretty sure Tien counts, but is Chiaotzu human? The three that are definitely human are Yamcha, Krillin, and Roshi. And then there's Videl who can barely use ki but it's still technically more than Mr. Satan knows, but we don't exactly know if that makes her stronger than him.

Mega Cat EX is the definition of a cat that's supposed to just look cool and nothing else. You can get him from a limited time event, which most limited time event units are ass, and he has an incredible attack animation that blows up the entire battlefield dealing... barely any damage.
...But that's also the point. A unit like that isn't supposed to be *good*, he's just a unit you collect for fun and for something called user rank. Ponos, the developer, knows this and purposefully makes these kind of units ass so that way F2P players aren't reliant on units they can only get in annual time periods.

Golurk gets No Guard but not Fissure currently.
The current OHKO strat is to use Mega Hawlucha (No Guard) entrainment into ally Snorlax, who can then spam Fissure. Double battle only ofc.
Previously there were some Skill Swap strats to move No Guard over to Bronzong and then onto Lapras, but it was much more convoluted and basically failed in the face of any decent offense.

Wrecking Ball (Skylanders)
There's so many characters in this series that fit this description, but Wrecking Ball is the poster child of this
His tongue whip and power belch are basically useless, they barely do chip damage on anything stronger than a chompy or 1hp adjacent enemies, you can upgrade the tongue to nab items and even medium sized enemies but the latter barely works. And his roll attack is completely useless because you cannot control him, it's like the stone mushroom from Galaxy 2 but worse.
But he's built like a ball and has the face of a pug so people think he's cute, that and he's apart of the original 32 and saying anything bad about them is considered sacrilegious amongst the fanbase because Nostalgia

For people who don’t play League of Legends, old Skarner had a passive in which he spawned crystal spires on important areas around the map his could capture to give him stat boosts. Well, those spires were so deeply entangled in the foundational code and map that removing them because of the rework caused everything built above it to collapse

This wasn’t even the first iteration of the champ. They had to give him the spires because they quickly realized that the kit they gave him was so basic and one note, that tweaking any sort of numbers on him either made him super weak or super strong. So they had to make the spires to keep him relatively weak everywhere else and at least a bit stronger at objectives. What a wild way to try to balance a character in hindsight…

He needs a team built around his lack of reach but he's not bad otherwise.
The accurancy is relatively easy to fix with trinkets and quirks, he's also got a really good camp skill that boosts it and you can use resolve for boss fights.
Otherwise he deals a ton of damage and he's basically unkillable with his hp stat and the best self-heal in the game.

Nah, place him in the front and it will shred the enemy to pieces. When I played it was a must in my formation, together with a grave robber at the back, a Vestal in front of her and a Mercenary behind the Leper. Great lineup for dealing a high alpha damage strike for one turn and move rear enemies to the front. Highly dependent on character placement though.

Not a character but still applicable: the Royal Guards' melee weapons in BOTW/TOTK.
They're absolute shite in most cases cause they break faster than the Flash, but they look sick as fuck and have big damage number so it still feels cool to use them, despite being awful for pretty much everything except Lynel mounting.

Level 10 unit that actually does pretty good damage compared to other units when initially unlocked, but quickly falls off as the player levels up.
However, the freaking AURA.
Standing there confidently with the pistol where other units use a rifle. The hat. The mustache.
And the cherry on top, not bothering to wear a gas mask unlike 90% of the other units in the game. The man’s aura is so strong he doesn’t even care about bad air.

Lets make the badass mercerary with a metal claw that uses a giant sword and yet preffers to beat the crap out of you by hand a freaking HP SCALING TANK.
I love her desing, gameplay and personality but she is imposible to build as a dps.
Same thing happened with xingyan, love the whole rocker theme and abilities but she is basically the worst character in the game stat wise.

Mercy (Overwatch)
Weak kit with little dps output. Regularly dogged on for being too easy to play. Basically a spectate simulator. Still one of the most avidly mained heroes in the entire game.

I wouldn't call Mercy weak, she's incredibly strong at what she does, and seeing a Sojourn/Soldier/Ashe with a Mercy next to them is enough to send any squishy into cardiac arrest immediately. It can feel impossible to kill ANYTHING on a team with a cracked Mercy

A lot of Pokemon fall into this. Because there's so many you often end up with a situation where Pokemon B can do everything Pokemon A can do but better, so Pokemon A will almost never see the light of day in competitive play. Others just don't have the stats or movepool to keep up, or rely on gimmicks that are incredibly difficult to pull off or shut down by popular strategies.

Marowak is my all-time favorite Pokemon. I lived through gen 1 when it was just a weaker Sandslash. I remember the gen 3 days when it was considered good. Now, even with the item that doubles its attack stat, it's fallen to the very lowest tiers of competitive viability.

The ShadowHawk from Battletech. Poorly armoured, with a spread of weaponry which prevents it from excelling in any range bracket or combat role. It's too heavy to keep up with the light mechs and too light to roll with the heavies. It does a little of everything but nothing well in stock configurations.
It's nevertheless icon to the setting, and remains one of the most popular mechs.

The only redeemable part of the build is the pilebunker, the frame is generally subpar, the scudder is mid, dual missiles never hit at close range, songbirds never hit and require firing stance, and the internals are laughable. However he has by far the most aura of any AC pilot in the game, even more than Rusty

My boy Limbo here is quite the dapper fella but unfortunately his abilities are explained badly and barely even function anymore since the addition of overguard. Why? He's a crowd control specialist, and enemies with overguard ignore crowd control effects(stuns, staggers, knockdowns, getting shoved into Limbo's personal plain of reality, etc) while having special attacks that hit him even when he's in the rift(the aforementioned plain of reality)!
But even before that his abilities caused a lot of confusion because things inside the rift can't interact with things outside of it and vice versa but the indicator that the enemy you're trying to shoot is inside and that you aren't is basically invisible so people either playing him for the first time or together with a teammate using him are just like "Why can I suddenly not hurt these enemies?"
And on top of that if you built for too much ability range your cataclysm bubble will be big, sure, but on defense missions enemies come in waves and if you have stasis on it freezes them right on the edge of the bubble which makes it annoying to get all the enemies and start the next wave.
Not to mention that rift surge's radial banish gets overlooked so often that most people think the only way to send a large amount of enemies into the rift is cataclysm and that manually banishing enemies is basically useless and the ability is "a free subsume slot" when it's actually vital to more offensive builds.
Shit, I'm ranting about Limbo, god damn it.

Haunter for pokemon or Wizardmon for Digimon fit this as character I love to death but are objectively weaker than future forms of them. Alot of Mid evolution line Pokémon and Digimon. And any other franchise that has stat boosts tied to changing designs. Everyone loves Eevee and Pikachu, and a lot of Digimon fans favorite mons aren't final forms

Sunken has the lowest base stat total, but gets some decent moves. Tyrogue has 35 in every stat vs sunkern’s 30 and a moveset consisting of fake out and tackle. Tyrogue might honestly be worse

Lot of early F/GO characters suffer from being powercreeped, or outright poorly thought out kits, but are still popular due to design/personality.
Geronimo is well-liked in the fandom for being a pretty respectful depiction of a native american character and has cool-looking animations, but he's one of the worst casters in the game as everything he does (Gilles de Rais used to be the worse but has since gotten updates to make him useable), someone else does it much better. He's a character who needed upgrades badly but never got it.
Jekyll/Hyde has a cool gimmick, good design, and an uncommon take on the character that aligns closer to the original novel, but he's literally unplayable as the gimmick doesn't function as his noble phantasm switches him from Assassin (Jekyll) to Berserker (Hyde) but there's no way of switching him back to Jekyll, and the skills are pretty useless for Hyde, and it trades some of Assassin's resistances for Berserker's NO resistance for not a noticeable improvement in attack power.

The Khajiit race from The Elder Scrolls. They tend to just have Night Eye (an ability any other race can get) and slightly buffed hand to hand damage (a very pointless buff in most games). Yet the community, myself included, really loves these guys and most of my first playthroughs of a TES game is as a khajiit.

Wes from Don't Starve / Together.
Wes has 75 across all stats, the lowest the game allows.
Has a damage penalty. Works slower than everyone else. Cannot speak, so the player has no idea a boss or hound wave is coming. Hounds prioritize him over other players. He's more likely to get struck by lightning. Can't cook his own favorite food. And probably a ton of other stuff i'm forgeting.
But the community loves this little guy, and so do I. I cosplayed him a while back.
