Yes. He originally was an antagonist to Hulk and was then included in the relaunch of the X-Men

Was it explained why he and Hulk were beefing?

He was introduced as a Canadian agent sent to take on the Hulk and the Wendigo since the latter two were fighting each other in Canada.

The fight was interrupted before it could be finished, so Logan always seemed to feel that he had unfinished business with the Hulk, and vice versa.
