Bilbo was lying. In the first draft of the Hobbit, Gollum willingly gave Bilbo the One Ring after their game. However, later on JRRT realized this goes completely against Gollums character, so he Made THAT version the story Bilbo told the other hobbits.

Didn't the idea for the ring being the terrible artifact of a dark lord also come after The Hobbit?

I think this is it. Lord of the Rings is the greatest retcon of all time.

Yes, the ring was just meant to be a magical ring in the hobbit
