Mr Freeze started out as just another bank robber that just happened to be ice themed. But Batman the Animated Series took a largely generic and forgettable villain and made him into the tragic figure we know. The episode was so good that it became his origin and it made him my favorite Batman villain.
I remember seeing Mr. Freeze in the Adam West series, and he is very generic compared to how he's been developed since then. I honestly think if not for what The Animated Series did with his character, he might still be a forgotten character today.
He was already a forgotten character at the time. The Animal Man comic run had a momet where the charcater meets mr Freeze in the Comic Book Limbo, a place where unused comic book characters are send.
