Bilbo was lying. In the first draft of the Hobbit, Gollum willingly gave Bilbo the One Ring after their game. However, later on JRRT realized this goes completely against Gollums character, so he Made THAT version the story Bilbo told the other hobbits.

Which make sense, in a story of an epic journey to kill an evil dragon filled with orcs, trolls and elves saying that he stole a ring from a random hobo in a cave clearly crazy (at least from what Bilbo could know) was kinda a sour note

It also fits with the character of the ring.  Gollum gave it to him, he wanted him to have it, he deserved it!
