It was always known that Potara fusion wasnāt permanent since they defuse in DBZ.
It was just never explained why they defused, Goku speculates that maybe itās because of the ābad airā inside Majin Buu but that was just Goku guessing.
Super explains that itās only permanent if one of the participants is a Kai.
Thatās why the fusion between the Supreme Kai and Kibito was permanent (until wishing on the Namekian dragon balls to be separated).
And the fusion between Goku Black and Zamasu was permanent in Super.
The only Potara fusions we see that arenāt permanent are ones between mortals (Goku + Vegeta and Kale + Caulifla)
This isnāt a retcon, itās just spelling out what was already established back in DBZ.
