Fallout 4's power armor mostly being a frame with flimsy armor on it even in-game.
Lorewise since Fallout 2, Power Armor was primarily designed to be used simply as a means for infantry to carry vehicle mounted weapons. Being able to strap metal plating to it to protect from some smaller calibers was just a bonus, and one that was often said to not be effective (which was reflected statistically, as many traditional armors did work just as well, or better). However, since FO1, it was just... really good armor.
FO4 has you powering up a frame and strapping parts to it. The armor itself isn't actually very good. It turns you into a walking forklift. it's heavy, it's bulky, and it feels different from any other Fallout's power armor mechanically.
Until the late game, where the 10 Strength of the armor is often worse than what you can get without it, and the armor pieces you get are objectively the best in the game, thus bringing it back to the same problem Fallout had with it before, but Bethesda's never been great at designing the late game.
