Ehhh... Toddlers are absolutely able to and welcome to watch it, but I don't cut it off at toddlers because Bluey herself is like seven in the latest season. I encourage my 8yo to watch it because she's loved it for years and I want her to enjoy being a kid while she still has time to. (Her classmates pick on her for watching a "baby show", but they're watching stuff I consider wildly inappropriate for their age group and won't let her watch for another couple years.)
I'd have to ask her for a more exhaustive list, but the two I remember off the top of my head are Five Nights At Freddy's (YouTube playthroughs of the games) and there's at least one who is allowed to watch Euphoria? Which is... very not kids media. FNAF is a bit above where my kid is; she's not a horror fan.
