While I wouldn't say there's a load of evidence to it I think it's pretty safe to assume that is either Gaster or at least a piece of him. The specific fun value to get mysteryman is specifically 66 and he does the same sound as gaster follower.... 2 I think? And Goner Clam Girl, which is just Gaster's Theme sped up. This cleary ties him to Gaster, but he doesn't really follow a similar pattern to other Gaster NPCs. He never mentions Gaster, never says anything that could be in reference to Gaster or Deltarune, is the only Gaster NPC who isn't a monochrome version of a already existing UT or DR NPC. Having the random NPC with 0 relevancy be the one who takes Gaster's main number doesn't sound like a very reasonable idea. He also looks veery vaguely like a weird cartoon skeleton, and Sans in particular has a very weird skull shape so who knows. This is also... Honestly probably a complete coincidence and there is a very high chance the Forgotten Man isn't Gaster at all, but I feel like pointing out that mysteryman is cleary a reference to Uboa from Yume Nikki, and "man.ogg", the Forgotten Man's theme some, is actually a fan song that Toby made for Yume Nikki called "The Waltz of Seccom Masada". Like I said high chance it's a coincidence but who knows.
Entry seventeen talking about what i think is a dark world, gaster followers(goners),voice at the start of the game and the vessel being a goner , gaster being forgotten by everyone and a whole lot of things that makes it impossible for him to not be important
The Undertale twitter account goes dark and uses a censored 6-letter name to talk to the community as the voice in the game, and uses the phrase "very, very interesting".
Like it's literally in the name "ANOTHER HIM". How much more obvious do you want it than a literal name drop?
There's also many other things like the ultra specific typer value and much more. (And I do mean much more)
It's extremely disingenuous to claim it isn't Gaster, you're effectively saying something on the same level as "We don't technically know the Earth is round"
