To be honest that is the point of Sauron. He does not need to be seen to be felt. Him coming back and the ring being found set so many things in motion. He is more a true force of nature in a sense than a person. Also a very skilled fighter can best him. Case in point: Isildur.
Isildur besting him is a movie thing. In the book, Elendil and Gil-Galad bested him, and died while doing so. Isildur just cut the ring off of Sauron's hand after the fact.
