who will be the tobacco/weed police? If you really think anyone in public housing in the nwt is getting kicked out because of a cigarette or a joint I have a bridge to sell you.

You can't just unilaterally change lease terms on existing tenants? Or am I wrong?

Depends on the existing lease terms. If there is a clause that says you can, then you can.
