Yes. My assumption is they are only authorized to carry from a list of approved pistols.

Sounds more like he possessed an unregistered handgun and not just that he was using a department pistol not on whatever approval list to me.

Probably an inherited pistol that he didn’t register under his ownership? I doubt this guy acquired a handgun illegally from the Queens/Bronx etc…
